2.1 These requirements establish multiple attribute sustainability criteria for portable rechargeable batteries, portable chargers and associated packaging.
2.2 Portable rechargeable batteries are defined in accordance with the definition provided in the European Union’s Battery Directive, EU 2006/66/EC and cover the following chemistries: Nickel Metal Hydride, Lithium-ion and Lithium Polymer. This includes batteries sold with accessories / parts for electrical appliances, toys, etc.
2.3 Portable chargers and power banks include those with built in solar panels, or any portable energy-storage device containing secondary batteries with charging circuitry, and which is used to charge portable consumer electronic devices via DC output.
2.4 Battery products not covered in these requirements include:
• Vehicle or mobility device batteries and industrial batteries.
• Primary (non-rechargeable) batteries.
• Batteries that are built into or form a permanent part of electronic products and where replacement of the batteries is not possible.
• Batteries that are built into or form a permanent part of electronic products and where the entire product is placed in a charger.
2.5 The criteria in these requirements were developed based on the life cycle stages of portable rechargeable batteries and corporate sustainability performance factors. Sustainability factors considered in these requirements are:
a) Materials;
b) Energy use;
c) End of life management and extension of useful life;
d) Packaging;
e) Corporate practices;
f) Manufacturing and operations
2.6 These requirements include three types of criteria – enterprise, product, and packaging:
• Enterprise level criteria applies to the manufacturer that declares products to conform to these requirements for at least the applicable operations.
• Product level criteria applies to the product declared to conform to the standard.
• Packaging criteria applies to the primary and secondary packaging the product in which product is shipped and sold.
2.7 Documentation required:
• Final manufacturing, assembly and packaging location address(es), with contact name, phone, and e-mail for manufacturing or assembly facilities relevant to the product in scope
• Name, model numbers, descriptions, and retail identifiers (i.e., UPCs/EANs) of product in scope of certification
